Traffic

As the volume of traffic in Woking approaches saturation during peak hours, motorists look for rat runs through residential areas that enable them to save time. The public roads in Hook Heath are not exempt from this menace. While through traffic cannot be excluded from the area, speed limits can and should be enforced.

 

Planning Applications

Planning applications can be inspected at the Civic Offices, Gloucester Square, Woking between the hours of 9am to 4.45pm. It is also possible to view applications on the council web site.

Any representations should be made in writing to the Deputy Borough Planning Officer immediately. N.B all such letters received will be available for members of the public to inspect. Applications that may be of particular interest are highlighted.

Please note that, although every effort is made, the Residents Association cannot guarantee the accuracy of the following entries and it is important for anyone endeavouring to make use of this information to check and double check the reference numbers, dates and exact wording with the entries held by the council. In the final analysis it is the council records and only the council records which should be relied on. N.B. some applications get withdrawn but we are not informed when this happens, and so the list of applications below may hold some entries in this category. If an application has an old date then it will be removed on the assumption that it was probably withdrawn.

N.B. where an application is designated 'HOU' the the council notes say "As this is a householder application, in the event of an appeal against a refusal of planning permission, which is to be dealt with on the basis of representations in writing, any representations made about this application will be sent to the Secretary of State, and there will be no further opportunity to comment at the appeal stage.".

Reasons used in the past to refuse an application

The application was refused because it was cramped, the vehicular access would be detrimental to nearby residents and the height of the houses would cause serious overlooking and loss of privacy to the rear gardens of ... 

If there is a strongly perceived risk to health then this can be material grounds on which to refuse prior approval.

Impact on the amenity.

Impact on the appearance, setting and spatial character of a listed building.

Out of character with local area.

Unacceptable relationship of buildings to retained trees.

Proposed development not of the required high standard and quality.

A significantly higher density of houses than the surroundings suggests a bad 'fit' to the local area.

Dwellings of large floor space within small plots not in sympathy with the scale of the development.

Arguments based on the sizes and dimensions of plots and the separation of buildings compared with the surrounding houses giving a cramped appearance contrary to the spacious appearance of the area.

Housing too close to existing trees and therefore any assurances re the retention of the trees is at risk.

Harm to the character and appearance of the estate.

 

Unacceptable harm to the privacy of the occupiers of xxxx (Kineton decision)

Letters of objection to planning applications

The council will be told how many letters of objection were received and a summary of the points raised by the letters. If you itemise your points then they are more likely to be spotted by the council representative who is drawing up the list of points raised.

The more you can quote relevant references to the various local plans, rules and regulations the better. Keep it all relevant and non personal.

It is the letters that are counted, not the signatures. 20 letters are significantly more effective than one letter with 20 signatures.

BUT ... BUT ... BUT ...

All the above can be to naught as appeals to Bristol can overturn all local decisions. An inspector pops down and gives an official unbiased opinion. His/her decision is ruled to be democratic and there is no right of appeal. In one local case an inspector came after an extended dry spell and declared that no sign of flooding could be seen (an objection point). To be specific he claimed that evidence on the drainage of water had not been provided even though many letters of objection had mentioned flooding. Objectors raising issues to be considered by the Bristol Inspectorate need to be clear as to what constitutes relevant evidence. Most mobile phones take pictures these days, why were the residents not out there snapping away when problems occurred?

Photographs, photographs and more photographs (complete with date). Also keep a diary. The more independent witnesses the better.
